Senate Bill 05-152 Opt-Out

Colorado Senate Bill 05-152 (SB-152) is a measure passed by the Colorado Legislature in 2005. Its intent was to limit governments from competing with the private sector. Among other provisions, it requires local governments to secure voter approval before entering into broadband partnerships or business. Without voter approval, the law limits the ability to:

  • Partner with private industry to improve broadband speeds
  • Increase broadband provider competition leading to lower costs
  • Attract new employers and economic development opportunities

The Castle Pines City Council is considering a ballot measure that would give residents the opportunity to choose how the community wishes to proceed with SB-152 in the future. Voting "yes" would restore local independence and provide the ability to evaluate partnership opportunities to improve broadband for Castle Pines residents and business.
