New safety rules approved for off-highway vehicles and low-speed electric vehicles in Castle Pines

Castle Pines City Council recently approved Ordinance 26-04, which adds new rules for off-highway vehicles and low-speed electric vehicles in Castle Pines. The update comes as electric-powered and similar recreational vehicles become more common in Douglas County. The goal is simple: help keep riders, drivers, pedestrians, and neighbors safe around Castle Pines. The rules were developed in collaboration with the Douglas County Sheriff’s Office and give law enforcement clearer tools to address the unsafe operation of these vehicles.

What vehicles are covered by the ordinance?

The ordinance applies to:

  • Off-highway vehicles, such as electric dirt bikes, ATVs, UTVs, and other similar recreational vehicles.
  • Low-speed electric vehicles with three or more wheels, a steering mechanism other than handlebars, and a 17-character vehicle identification number.
  • The ordinance does not apply to electric bikes (e-bikes) or electric scooters.

What to know about the ordinance:

  • Under State law, off-highway vehicles are not allowed on public streets, sidewalks, paths, or trails.
  • Parents and guardians may be held financially responsible if a minor illegally operates an off-highway vehicle on a public street, road, alley, trail, sidewalk, or other public property in Castle Pines.
  • Riders can also be cited for careless or reckless operation.
  • Anyone under 18 must wear a properly fitted and securely fastened helmet when operating an off-highway vehicle.
  • The Douglas County Sheriff’s Office may impound vehicles that are operated illegally.
  • For low-speed electric vehicles, drivers must have a valid driver’s license, and seat belts and child restraints must be used when required.

A few important reminders:

  • Class 1 and Class 2 e-bikes are still allowed on Castle Pines sidewalks, paths, and trails.
  • Class 3 e-bikes are not allowed on Castle Pines sidewalks, paths, or trails.
  • Golf carts are not covered by this ordinance. However, golf carts are prohibited on Castle Pines streets, sidewalks, paths, and trails. In Castle Pines, golf carts may only be operated on golf courses.
