Help Shape Castle Pines’ Annexation Policy

The City of Castle Pines is developing an Annexation Policy, and we want to hear from Castle Pines residents!

The City is not currently considering any annexation applications, but is developing a policy framework to guide the consideration of any future annexation applications submitted to the City. This process is about creating a clear, thoughtful framework for reviewing future annexation requests if they are submitted. There will be several opportunities for resident input throughout the development of this policy.

Please take a few minutes to complete this survey, open now through June 14, to help guide the development of the Castle Pines Annexation Policy. Resident input during the development of this policy will help City Council and staff better understand what matters most to the community regarding potential future growth.

What Is Annexation?

Annexation is the legal process by which a property owner asks to have land outside the city limits become part of Castle Pines. Annexation does not happen automatically, and it does not begin unless a property owner submits a formal request. Because annexation can affect both the property being considered and the broader community, the City wants to establish a clear policy to guide the consideration of any future requests that are submitted.

Why is the City developing an Annexation Policy?

During the annual City Council retreat held in March 2026, Council asked staff to begin developing an Annexation Policy to help create a thoughtful, consistent framework for reviewing possible future annexation requests.

The adopted policy would not approve any specific property for annexation. It would also not require the City to annex land in the future. Instead, the policy would help City Council, City staff, applicants, and residents better understand the key information to consider when an annexation request is submitted. The purpose of the policy is to help guide future decision-making by identifying important community considerations in advance.

The City will also host two open houses this summer to share survey results and to hear more from the community:

A draft Annexation Policy is expected to be posted online for public review beginning July 6, with an online comment period open through July 20 to provide comments on the draft proposal. City Council is expected to consider the adoption of the Annexation Policy during the July 28 City Council meeting.
