May 26 City Council meeting agenda now available

The agenda for the May 26 City Council meeting is now available. The meeting will begin with a study session at 5:30 p.m., followed by the regular meeting at 6:30 p.m.

City Council meetings are held as hybrid meetings, with both virtual and in-person attendance options available. Meetings are held at the Castle Pines Library Event Hall (360 Village Square Lane). Register to attend the meeting virtually.

About City Council Meetings

The regular meetings of the City Council are held on the second and fourth Tuesday of each month at 6:30 p.m. at the Douglas County Library, 360 Village Square Lane, Event Hall. The public is encouraged to attend and participate in these meetings. Anyone who wants to address the Council may do so during the public comment period at the regular meetings of the City Council.  Public comment is limited to three minutes per person.

Study sessions are held, as needed, at 5:30 p.m. on the first, second, and fourth Tuesdays of each month. Study sessions are informational meetings and differ in several ways from the regular City Council meetings. Parks & Recreation Advisory Board Meeting Wrap-Up for May 21

The Parks and Recreation Advisory Board held a meeting on May 21. Meeting highlights include:

  • Mayor Tracy Engerman welcomed new members to the Parks and Recreation Advisory Board.
  • City Manager Michael Penny and Finance Director Mike Farina led a study session presentation about the Parks and Recreation Advisory Board ordinance and the history of parks and recreation funding in Castle Pines.

About the Parks & Recreation Advisory Board
The City of Castle Pines Parks and Recreation Advisory Board makes recommendations to the City Council on issues related to parks and recreation, including legislative policies, the City’s Parks and Recreation Comprehensive Plan, as well as policies for the acquisition, development, and improvement of recreation facilities. The Board consists of five residents from various backgrounds who are appointed by the City Council. The Board meets on the third Thursday of every month at 4:30 p.m. in the Castle Pines Library, 360 Village Square Lane in Castle Pines, or virtually.

Help Shape Castle Pines’ Annexation Policy

The City of Castle Pines is developing an Annexation Policy, and we want to hear from Castle Pines residents!

The City is not currently considering any annexation applications, but is developing a policy framework to guide the consideration of any future annexation applications submitted to the City. This process is about creating a clear, thoughtful framework for reviewing future annexation requests if they are submitted. There will be several opportunities for resident input throughout the development of this policy.

Please take a few minutes to complete this survey, open now through June 14, to help guide the development of the Castle Pines Annexation Policy. Resident input during the development of this policy will help City Council and staff better understand what matters most to the community regarding potential future growth.

What Is Annexation?

Annexation is the legal process by which a property owner asks to have land outside the city limits become part of Castle Pines. Annexation does not happen automatically, and it does not begin unless a property owner submits a formal request. Because annexation can affect both the property being considered and the broader community, the City wants to establish a clear policy to guide the consideration of any future requests that are submitted.

Why is the City developing an Annexation Policy?

During the annual City Council retreat held in March 2026, Council asked staff to begin developing an Annexation Policy to help create a thoughtful, consistent framework for reviewing possible future annexation requests.

The adopted policy would not approve any specific property for annexation. It would also not require the City to annex land in the future. Instead, the policy would help City Council, City staff, applicants, and residents better understand the key information to consider when an annexation request is submitted. The purpose of the policy is to help guide future decision-making by identifying important community considerations in advance.

Additional Engagement Opportunities

The City will also host two open houses this summer to share survey results and to hear more from the community:

A draft Annexation Policy is expected to be posted online for public review beginning July 6, with an online comment period open through July 20 to provide comments on the draft proposal. City Council is expected to consider the adoption of the Annexation Policy during the July 28 City Council meeting.

  • Approving the assignment and transfer of the City's 2026 private activity bonds allocation to the Douglas County Housing Partnership.
  • Approving an amendment to the professional services agreement with Jacobs Engineering Group Inc. for on-call land development review and general engineering services.
  • Approving an amendment to the 2025 budget and approving supplemental appropriation for the 2025 budget year.
  • Approving an amendment to the 2026 budget and approving supplemental appropriation for the 2026 budget year.
  • Approving an amendment to the City's Comprehensive Plan to update the City's Three-Mile Plan.

New safety rules approved for off-highway vehicles and low-speed electric vehicles in Castle Pines

Castle Pines City Council recently approved Ordinance 26-04, which adds new rules for off-highway vehicles and low-speed electric vehicles in Castle Pines. The update comes as electric-powered and similar recreational vehicles become more common in Douglas County. The goal is simple: help keep riders, drivers, pedestrians, and neighbors safe around Castle Pines. The rules were developed in collaboration with the Douglas County Sheriff’s Office and give law enforcement clearer tools to address the unsafe operation of these vehicles.

What vehicles are covered by the ordinance?

The ordinance applies to:

  • Off-highway vehicles, such as electric dirt bikes, ATVs, UTVs, and other similar recreational vehicles.
  • Low-speed electric vehicles with three or more wheels, a steering mechanism other than handlebars, and a 17-character vehicle identification number.
  • The ordinance does not apply to electric bikes (e-bikes) or electric scooters.

What to know about the ordinance:

  • Under State law, off-highway vehicles are not allowed on public streets, sidewalks, paths, or trails.
  • Parents and guardians may be held financially responsible if a minor illegally operates an off-highway vehicle on a public street, road, alley, trail, sidewalk, or other public property in Castle Pines.
  • Riders can also be cited for careless or reckless operation.
  • Anyone under 18 must wear a properly fitted and securely fastened helmet when operating an off-highway vehicle.
  • The Douglas County Sheriff’s Office may impound vehicles that are operated illegally.
  • For low-speed electric vehicles, drivers must have a valid driver’s license, and seat belts and child restraints must be used when required.

A few important reminders:

  • Class 1 and Class 2 e-bikes are still allowed on Castle Pines sidewalks, paths, and trails.
  • Class 3 e-bikes are not allowed on Castle Pines sidewalks, paths, or trails.
  • Golf carts are not covered by this ordinance. However, golf carts are prohibited on Castle Pines streets, sidewalks, paths, and trails. In Castle Pines, golf carts may only be operated on golf courses.

Please take a few minutes to talk with your family about where these vehicles can and cannot be used. These rules are intended to reduce unsafe riding, prevent injuries, and help keep Castle Pines safe for everyone.   • Approving the acceptance of a permanent drainage facility and access easement from Douglas County.
  • Approving a third amendment to the intergovernmental agreement with the Urban Drainage and Flood Control District for the design and construction of drainage and flood control improvements for Happy Canyon Creek at Monarch Boulevard.
  • Approving an ordinance to impose regulations on the operation of off-highway vehicles and low-speed electric vehicles within Castle Pines.
  • Approving a construction contract with HEI Civil Shared Services, LLC for the reconstruction of westbound Castle Pines Parkway between Monarch Boulevard and Forest Park Drive.
  • Approving an intergovernmental agreement with the Castle Pines North Metropolitan District related to the reconstruction of westbound Castle Pines Parkway between Monarch Boulevard and Forest Park Drive, including the replacement of water line infrastructure.
  • Approving a construction contract with Nicholas Construction, Inc. for the construction of the Monarch Boulevard and Buffalo Trail roundabout monument.
  • An update from the Douglas County Sheriff's Office.
