Crowsnest Annexation Timeline

Following a request by the City of Castle Pines, the applicant has agreed to modify the review timeline for the Crowsnest property annexation petition. The revised timeline will allow the applicant more time to address the City's questions regarding the application and for staff to provide a comprehensive analysis and review of the petition and negotiated documents, so that the City Council can make an informed policy decision on whether or not to approve the annexation. No public hearings related to the Crowsnest annexation petition are scheduled for the March 10 meeting. Visit the annexation petition webpage for the latest information and dates.

February 24 City Council Meeting Wrap-Up

The Castle Pines City Council held a meeting on February 24. Meeting highlights include:

  • Approval of the appointment of new regular members to the Parks and Recreation Advisory Board.
  • Approval of a resolution finding the Crowsnest property eligible for annexation in accordance with Colorado state law. This is the second step in the annexation process; it does not mean that the City Council supports or opposes the policy question of whether the property should be annexed. It determines whether the property is eligible for annexation.
  • An update from the Douglas County Sheriff's Office.
  • A study session presentation from the Colorado Intergovernmental Risk Sharing Agency about liability, best practices for board management, and more.

Updated Annexation Petition Timeline:

Following a request by the City of Castle Pines, the applicant has agreed to modify the review timeline for the Crowsnest property annexation petition.   • January 13: City Council found the petition in substantial compliance with State law.
  • February 24: City Council found the property eligible for annexation.
  • March 26: The Planning Commission considers the applicant's proposed Planned Development zoning in order to make a recommendation for the City Council's consideration.
    • This Planned Development zoning item is a quasi-judicial process. The Planning Commission cannot discuss this specific matter outside the public hearing.
  • April 7: The City Council considers the following:
    • An ordinance to approve the annexation (first reading).
    • An ordinance to approve an annexation agreement (first reading).
    • An ordinance to approve the Planned Development zoning for the Crowsnest property (first reading).
      • This Planned Development zoning item is a quasi-judicial process. The City Council cannot discuss this specific matter outside the public hearing.
    • An ordinance on vested property rights (first reading).
  • April 28: City Council considers the following:
    • An ordinance to approve the annexation (second reading).
    • An ordinance to approve an annexation agreement (second reading).
    • An ordinance to approve the Planned Development zoning for the Crowsnest property (second reading).
      • This Planned Development zoning item is a quasi-judicial process. The City Council cannot discuss this specific matter outside the public hearing.
    • An ordinance on vested property rights (second reading).

Help shape the future of opioid services in Douglas County

In 2021, Colorado joined a national settlement with opioid manufacturers and distributors for their role in fueling the opioid epidemic. The Douglas County Opioid Council oversees local funding received through the settlement, managing resources for programs that address opioid use and substance use disorder.

These funds must be used for state-approved purposes focused on reducing harm and supporting individuals, families, and the broader community, such as prevention and education, harm reduction, treatment, recovery services, and criminal justice services.

To help ensure allocated funds reflect the community’s most pressing needs, the Council is asking residents to complete a short prioritization survey. Community feedback will directly inform future funding decisions and program investments.

About previous funding awards

The Douglas County Opioid Council has awarded more than $1.7 million in opioid settlement funding to support prevention, treatment, recovery, and education programs across the community.

In 2024, approximately $1.1 million was distributed to seven organizations and initiatives, including AllHealth Network, HardBeauty Foundation, Douglas County School District, and others, to expand peer support, youth prevention, transportation, case management, and public awareness efforts.

In 2025, an additional $667,000 was awarded to HardBeauty and Valley Hope of Parker to strengthen peer recovery support and assist individuals entering sober living environments. Together, these investments reflect the County’s ongoing commitment to addressing substance use and expanding access to recovery resources for residents.

City Council approved construction contract for community center renovations during February 10 meeting

Earlier this month, the City Council approved a construction contract with O-A-K Colorado LLC to complete renovations to the Castle Pines Community Center. Renovations to the building, located at 7404 Yorkshire Drive, will include improvements to lighting, electrical, mechanical, plumbing, and interior spaces. The renovations will improve an existing community asset and create an upgraded meeting space for residents, City meetings, and local organizations.

Construction is expected to begin in early March and be completed this summer. Once the renovations are complete, City Council, Planning Commission, Parks and Recreation Advisory Board, and Urban Renewal Authority meetings will be held at the Castle Pines Community Room moving forward. Resident and community group rentals will resume following construction.

  • Approving an ordinance to amend the Castle Pines Municipal Code to add a new Article 9 concerning massage facilities.
  • Approving an ordinance to amend the Castle Pines Municipal Code to opt out of the firearm prohibitions of Senate Bill 24-131.
  • Approving an ordinance to amend the Castle Pines Zoning Ordinance to disallow certain commercial uses, including pawnshops, junk yards, and vape shops, in the business district. The ordinance allows certain uses in the business district, including body art services, while allowing certain uses depending on location and distance from other similar uses, including car washes, payday loans, major vehicle services, and minor vehicle services. This applies only in the business district. The ordinance does not apply to previously approved planned developments that specifically allow the above uses.
  • Approving the adoption of City Council policy documents, including City Council Guiding Principles, City Council Procedures and Rules of Order, and City Council and Boards/Commissions Protocols.
  • A study session to discuss the 2025 community survey results.
