Newly elected and re-elected City Council Members sworn into office on January 13

During the January 13 City Council meeting, newly elected and re-elected City Council Members were sworn into office. Outgoing District 3 Council Member Roger Hudson was also recognized and thanked for his years of service to the Castle Pines community.

  • Tracy Engerman was re-elected to serve as Mayor.
  • Chris Eubanks was re-elected to serve as a Council Member for District 1, alongside Deborah Mulvey.
  • Kori Salazar was re-elected to serve as a Council Member for District 2, alongside Ron Cole.
  • Nate Winegar was elected to serve as a Council Member for District 3, alongside Geoff Blue.

January 13 City Council Meeting Wrap-Up

The Castle Pines City Council held a meeting on January 13. Meeting highlights include:

  • A swearing-in ceremony for the newly elected and re-elected Council Members, including Mayor Tracy Engerman, District 1 Council Member Chris Eubanks, District 2 Council Member Kori Salazar, and District 3 Council Member Nate Winegar.
  • Electing Council Member Geoff Blue as Mayor Pro Tem.
  • Approving a professional services agreement with SOS Site Services for landscape maintenance.
  • Approving a professional services agreement with Hord Coplan Macht, Inc. for design services related to Phase One improvement to Coyote Ridge Park.
  • Approving the Canyonside Subdivision Filing No. 2, 3rd Amendment.
  • Approving an agreement for services and equipment with SaBell's Civil and Landscape L.L.C. for street maintenance services.
  • Approving a resolution authorizing the city manager to execute a letter of authorization on behalf of the City, as Owner of Tract B, Castle Pines North Filing No. 27, to process a subdivision replat.
  • Approving a resolution that found the Crowsnest annexation petition in substantial compliance with state law.

Next steps for the Crowsnest annexation petition process include:

  • February 24 City Council Meeting: City Council holds an Eligibility Hearing and considers:
    • A resolution making findings of fact and conclusions as to the eligibility of the land to be annexed to the City. This is the second step in the annexation process; it does not mean that the City Council supports or opposes the policy question of whether the property should be annexed. It determines whether the property is eligible for annexation.

About the Parks & Recreation Advisory Board

The City of Castle Pines Parks and Recreation Advisory Board makes recommendations to the City Council on issues related to parks and recreation, including legislative policies, the City’s Parks and Recreation Comprehensive Plan, as well as policies for the acquisition, development, and improvement of recreation facilities. The Board consists of five residents from various backgrounds who are appointed by the City Council. The Board meets on the third Thursday of every month at 4:30 p.m. in the Douglas County Library, 360 Village Square Lane in Castle Pines, or virtually.

January 13 City Council meeting agenda now available

The agenda for the January 13 City Council meeting is now available. The meeting will begin with a swearing-in ceremony for newly elected Council Members at 5:30 p.m., followed by the regular meeting at 6:30 p.m. Register to attend the meeting virtually.

About City Council Meetings

The regular meetings of the City Council are held on the second and fourth Tuesday of each month at 6:30 p.m. at the Douglas County Library, 360 Village Square Lane, Event Hall. The public is encouraged to attend and participate in these meetings. Anyone who wants to address the Council may do so during the public comment period at the regular meetings of the City Council.  Public comment is limited to three minutes per person.

Study sessions are held, as needed, at 5:30 p.m. on the first, second, and fourth Tuesdays of each month. Study sessions are informational meetings and differ in several ways from the regular City Council meetings. While the City Council may give direction to City staff, no votes are cast, no formal action is taken, and there is no public comment during the study session.

Plan for possible unplanned power outages in Douglas County on Wednesday, Dec. 17 due to high winds and fire risk

The National Weather Service has issued a Red Flag Warning, and high winds may damage power lines and increase wildfire danger.

While CORE Electric Cooperative serves as the primary electric utility provider in Castle Pines , residents with Xcel Energy as their energy provider should be prepared for unplanned power outages on Wednesday, Dec. 17, as strong winds and extremely dry conditions increase wildfire risk across the Front Range. While not currently planned in Douglas County, Xcel Energy is preparing for a likely Public Safety Power Shutoff (PSPS) to begin around noon on Wednesday in other areas of the Front Range. A PSPS is a preventative step that temporarily turns off power to reduce the risk of wildfires caused by damaged power lines. Visit Xcel’s webpage to begin planning and for updates. At this time, CORE Electric Cooperative has not shared any plans for a PSPS.

Although Castle Pines is not in the PSPS area, residents should be aware that these conditions may lead to unplanned outages, as Enhanced Powerline Safety Settings will be activated. These settings may result in additional outages if problems are detected, and they can extend restoration times because crews must inspect lines before restoring power. It is important that residents do not call 911 to report the outage.

“While power shutoffs are never ideal, preparing ahead of time can make a big difference,” said Mike Alexander, Director of Emergency Management for Douglas County. “We encourage residents to take a few simple steps now, stay informed, and look out for one another, especially neighbors who may need extra help.”

Specific neighborhoods and the number of customers affected may change as conditions evolve. Xcel Energy expects to confirm impacted areas and will make a final decision on the use of a PSPS by Wednesday morning.

What to Expect

  • Power may remain off until winds decrease and conditions are safe
  • It could take several days for power to be restored, if it’s shut off, either in a planned or unplanned outage
  • Wind damage may cause outages outside PSPS areas

How to Prepare

  • Charge phones, battery packs, and medical devices
  • Set refrigerators and freezers to the coldest setting
  • Gather flashlights, batteries, medications, and first aid supplies
  • Unplug sensitive electronics during outages
  • Practice opening your garage door manually

Traffic Safety

If traffic signals lose power:

  • Treat dark or flashing signals as four-way stops
  • Come to a complete stop and take turns
  • Watch for pedestrians, cyclists, and emergency vehicles
  • Avoid unnecessary travel if possible

Xcel Energy will notify potentially affected customers by phone, text, and email. Residents should ensure contact information is up to date with their utility provider and continue to monitor updates from Douglas County, Xcel Energy, and the National Weather Service.

Douglas County Emergency Management teams and local fire departments are actively monitoring conditions and are prepared to respond quickly if a wildfire starts. Resources and coordination plans are in place to support fire response, evacuations, and public safety if needed.

Stage 1 Fire Restrictions in place beginning Dec. 15, 2025

By order of Sheriff Darren Weekly, Stage 1 Fire Restrictions are in place for the City of Castle Pines, Town of Larkspur, and unincorporated areas of Douglas County. Ordinance No. O-012-004 restricts open fires, open burning, and the use of fireworks in the unincorporated areas of Douglas County.

Prohibited Activities:

  • Open burning of any kind.
  • Use of fireworks.
  • Use of model rockets.

Allowable Activities:

  • Fires within liquid-fueled or gas-fueled stoves, fireplaces within buildings, charcoal grill fires within developed residential or commercial areas, and fires within wood-burning stoves within buildings only.
  • Professional fireworks displays that are permitted according to section 12-28-103 of the C.R.S.
  • Fire suppression or fire department training fires.
  • Small recreational fires at a developed picnic or campground sites contained in fixed permanent metal/steel fire pits (rock fire rings are considered temporary and not permanent) with flame lengths not in excess of four feet; or the residential use of charcoal grills, tiki torches, fires in chimineas, or other portable fireplaces or patio fire pits, so long as said fires are supervised by a responsible person at least 18 years of age.

Violation of these fire restrictions is a Class-2 Petty Offense, punishable by up to a $1000 fine and a $10 surcharge.
