December 9 City Council Meeting Wrap-Up

The Castle Pines City Council held a meeting on December 9. Meeting highlights include:

  • Approving an intergovernmental agreement with Douglas County to increase the County's contribution for the Happy Canyon interchange project by an additional $500,000.
  • Approving a professional services agreement with Jacobs Engineering for 2026 on-call professional land development review and general engineering services.
  • Approving an agreement with Broken Arrow Landscape & Design, Inc. for 2026 public works, parks, open space, and stormwater maintenance.
  • Approving a professional services agreement with Lighthouse Transportation Group, LLC for 2026 traffic and pedestrian signal and streetlight maintenance.
  • Approving a professional services agreement with Alfred Benesch & Company for 2026 on-call engineering services.
  • Approving an intergovernmental agreement with the Douglas County Sheriff's Office for law enforcement and animal control services.
  • Approving the adoption of the 2026 annual budget.
  • Approving a resolution to levy property taxes for the 2025 tax year for the purpose of meeting law enforcement expenses and for parks, recreation, trail, and open space improvements and maintenance for the 2026 budget year.

City board and commission applications open

Looking to serve your community? Apply to serve on either the Castle Pines Planning Commission/Board of Adjustment or the Parks and Recreation Advisory Board. Serving on a City board or commission typically requires attending one evening meeting per month.

Completed applications are due by 4:30 p.m. on Friday, January 23. You may submit your completed application by emailing it to City Clerk Tobi Duffey at Tobi@castlepinesco.gov or by dropping it off at City offices (7437 Village Square Drive, Suite 200).

Planning Commission/Board of Adjustment Application

The combined Planning and Zoning Commission/Board of Adjustment is a seven-member commission comprised of Castle Pines residents. The Commission deliberates and makes recommendations to the City Council on land use applications, proposed long-range policy planning documents, and zoning regulations. The primary responsibility of the Board of Adjustment is to hold public hearings on variance requests and consider appeals to interpretations made by City officials. Meetings are held on the fourth Thursday of each month. Members serve three-year terms.

Parks and Recreation Advisory Board Application

The Parks and Recreation Advisory Board serves in an advisory capacity to City Council to consult on the planning of parks, recreation programs, and services. The Board meets on the third Thursday of each month. Members serve two-year terms.

Crowsnest Annexation Update: The petitioners, VT Crowfoot Valley Landco, LLC, have withdrawn their application for annexation due to an error in the legal description of Crowfoot Valley Road, which includes right-of-way that is part of the annexation. In addition, the notice of the eligibility hearing published in the Douglas County News-Press was deficient because the newspaper failed to publish the entirety of the public hearing notice provided by the City of Castle Pines. Therefore, the City is vacating (canceling) the eligibility hearing and related first readings previously scheduled for December 9, 2025. About the Castle Pines Urban Renewal Authority

The Castle Pines Urban Renewal Authority (URA) is an 11-member board. Seven members are the Castle Pines City Council. One member is appointed by the Mayor of Castle Pines and approved by the Castle Pines City Council. There are also three additional board members representing the taxing districts (Douglas County School District, South Metro Fire Rescue Fire Protection District, and Douglas County) as required by HB 15-1348. There is a staggered five-year term for each member. The URA is governed by Colorado State Statutes and is independent of any budgeting entity other than its own.

The primary implementation strategy of the URA is to provide selected property owners, business owners, or developers with the financial assistance necessary to allow for investment into the Central Business Zone District. When the URA partners with the private sector and provides assistance to help support investment in a property, the main tool it uses is called tax increment financing (TIF). TIF is a mechanism to capture the net new or incremental property taxes that are created when there is increased investment or improvements to a property. The URA uses those revenues to reinvest in the area and help finance the project. TIF can be collected and disbursed as reimbursement for allowable expenses for a maximum of 25 years.

Monarch Boulevard reconstruction is complete! Access to Buffalo Trail opens tomorrow, Friday, November 14.

We are pleased to announce the completion of the Monarch Boulevard reconstruction project! This marks a major milestone in the City's Road Solutions initiative.

All driving lanes on Monarch Boulevard and Buffalo Trail will be open to traffic by tomorrow afternoon (Friday, November 14). In the coming weeks, crews will conduct some minor final tasks, including cleanup activities. Lanes will remain open to traffic during this work. Landscaping installation will be ongoing, as weather permits, and is expected to be completed next year.

This year's project delivered significant infrastructure and safety improvements, including:

  • Construction of the new roundabout at Buffalo Trail and Monarch Boulevard
  • 2,000 feet of roadway improvements along Monarch Boulevard
  • 1,700 feet of new water line installation in partnership with the Castle Pines North Metropolitan District
  • Six-foot bike lanes to enhance multimodal connectivity
  • Stormwater system upgrades and safety enhancements

These improvements create smoother, safer, and more reliable travel for all who live, work, and drive in Castle Pines. We appreciate your patience and understanding throughout the construction process.

The Castle Pines City Council held a meeting on November 11. Meeting highlights include:

  • Approving an intergovernmental agreement with the Urban Drainage and Flood Control District for the design and construction of drainage and flood control improvements for Happy Canyon Creek at Monarch Boulevard.
  • Approving the mutual termination of the City Operations Mill Levy Pledge Agreement with The Canyons Metropolitan District No. 4.
  • Approving a resolution in support of Colorado Gives Day in Douglas County on December 9, 2025.
  • A study session about the 2026 proposed budget.
  • During the meeting, City Council continued the first readings of the following ordinances to the December 9, 2025 City Council meeting to allow for more time to gather information about the petition and potential impacts to the City.
    • Ordinance 25-12, An Ordinance of the City Council of the City of Castle Pines, Colorado, Annexing Certain Territory to the City Known as the Crowsnest Annexation on First Reading.
    • Ordinance 25-13, An Ordinance of the City Council of the City of Castle Pines, Colorado, Approving an Annexation and Development Agreement for the Crowsnest Annexation on First Reading.

Centennial Airport seeks public comment on Draft Noise Exposure Map package

Centennial Airport has released its Draft Noise Exposure Map (NEM) package, part of the FAA’s Part 150 Noise Compatibility Study. The document is available for public review and comment through November 30, 2025, at the following locations:

  • Centennial Airport Administration Office (7565 S. Peoria St., Englewood, CO) – Mon–Fri, 8:30 a.m.–4:30 p.m.
  • Lone Tree Library (10055 Library Way, Lone Tree, CO)

Centennial Airport will hold its third Part 150 Study public open house on Thursday, November 20, 2025, from 4:30 to 6:30 p.m., with a brief presentation at 5:00 p.m., in the Main Hall at The Lone Tree Hub. The purpose of the meeting is to share and collect feedback on the NEM package before its submittal to the FAA for acceptance.

Anyone interested can stop by at their convenience between 4:30 and 6:30 p.m. to view display boards with Study information, speak one-on-one with members of the Study Team and Airport staff, and share their ideas, comments, and questions with the Study Team.

The Study is being conducted to identify and evaluate current and future noise and land use compatibility associated with aircraft operations at Centennial Airport. The goal of the Study is to work with surrounding communities and stakeholders to reduce the number of people affected by aircraft noise. Future meetings will focus on the Noise Compatibility Program.
