The regular meetings of the City Council are held on the second and fourth Tuesday of each month at 6:30 p.m. at the Douglas County Library, 360 Village Square Lane, Event Hall. The public is encouraged to attend and participate in these meetings. Anyone who wants to address the Council may do so during the public comment period at the regular meetings of the City Council.  Public comment is limited to three minutes per person.

Study sessions are held, as needed, at 5:30 p.m. on the first, second, and fourth Tuesdays of each month. Study sessions are informational meetings and differ in several ways from the regular City Council meetings. While the City Council may give direction to City staff, no votes are cast, no formal action is taken, and there is no public comment during the study session.

About the Parks and Recreation Advisory Board

The City of Castle Pines Parks and Recreation Advisory Board makes recommendations to the City Council on issues related to parks and recreation, including legislative policies, the City’s Parks and Recreation Comprehensive Plan, as well as policies for the acquisition, development, and improvement of recreation facilities. The Board consists of five residents from various backgrounds who are appointed by the City Council. Exciting updates ahead for fishing and boating at Rueter-Hess Reservoir

Get ready for enhanced fishing and boating experiences with new regulation updates this month at Rueter-Hess Reservoir.

Over the past two years, Douglas County staff have collaborated with Parker Water & Sanitation District to evaluate visitation patterns, recreational trends, and natural resources to understand the impact of recreation on the property and its effects on the water quality.

Currently, the data indicates that the property can support the limited use and size of electric trolling motors for fishing, and the fishery can support catch-and-keep of Walleye, Largemouth Bass, and Yellow Perch!

Love to fish at Rueter-Hess? So do we! Here’s what you can expect from the new regulations:

  • Visitors will be allowed to participate in catch-and-keep fishing of Walleye, Largemouth Bass, and Yellow Perch. Other fish, such as Black Crappies, Bluegills, Channel Catfish, Fathead Minnows, Wipers, Triploid Grass Carps, and White Suckers still need to be released.
  • The use of barbed treble hooks is now permitted.
  • In addition to having a state fishing license, all anglers are required to obtain a free daily fishing permit to help manage the fishery.

The limited use of electric trolling motors for fishing purposes will now be permitted. Here are the rules:

  • Only approved watercraft, such as paddleboards, canoes, kayaks, river pontoons, and johnboats, may use an electric trolling motor.
  • The electric trolling motor cannot exceed a thrust of 55 pounds or shaft of 24 inches, and the boat cannot exceed 14 feet in length.
  • The electric trolling motor must be hand-operated.
  • The electric trolling motor must be detachable.
  • The use of electric trolling motors for non-fishing activities is prohibited.

2025 Pavement Maintenance Program begins July 8

Each year, the City refreshes portions of neighborhood streets to help extend the life of roadway infrastructure throughout Castle Pines. This effort, known as the Neighborhood Pavement Maintenance Program, is a strategic, proactive approach to extending the lifespan of roadways while minimizing the cost of maintaining road surfaces.

This year's work will begin on July 8. The primary areas of focus this year include the Winter Berry, Serena, Tapadero, and Topaz Vista neighborhoods. Unless notified otherwise, resident access will be maintained throughout construction. Door hangers will be provided in advance to houses impacted by the repairs.

How are street improvements selected?

The community is divided into various roadway regions, with a focus placed on one region each year. City staff uses several software systems to analyze which roads should be addressed and which repair method should be used. The decision is based on the Pavement Condition Index, which is a score between 0 and 100, and the age of the road. Consultants are then utilized to assist with the project scope and inspection services.

Join the Douglas County Sheriff's Office for its first FREE “Eye-Five Transportation and Road Safety” Event in partnership with the Douglas County School District! You'll have a chance to learn bicycle safety tips from school resource officers and vendors. The event is open to all skill levels!

Bicycle safety month is a great time to remind everyone that safety is a shared responsibility. Whether you’re on two wheels or four, your choices on the road matter.

Bicyclists:

  • Stay alert and avoid using headphones
  • Always wear a properly fitted helmet
  • Ride in the same direction as traffic
  • Yield to pedestrians and obey all traffic signals

Drivers:

  • Follow the speed limit, especially in school zones and neighborhoods
  • Check twice for cyclists before turning
  • Give cyclists at least 3 feet of space when passing
  • Never drive distracted or impaired

• Approving an ordinance amending sections of the Municipal Code concerning the maintenance of sidewalks.
• Approving a change order for the construction of a roundabout at the intersection of Buffalo Trail and Monarch Boulevard.
• Approving a settlement agreement and release of claims between the City and Twin Star Energy, LLC.

Roundabout at Buffalo Trail and Monarch Boulevard approved by City Council

During the June 24 City Council meeting, the Council approved the addition of a roundabout at the intersection of Buffalo Trail and Monarch Boulevard. This addition will be completed as part of the ongoing 2025 Monarch Boulevard reconstruction project. The addition of the roundabout will:

  • Improve the ability to make a left turn from Buffalo Trail to northbound Monarch Boulevard
  • Provide safer crossings for pedestrians
  • Improve safety by naturally reducing traffic speeds

Constructing the roundabout as a part of the current project also reduces future construction costs by replacing the intersection pavement at the same time as the current project.

Stay tuned for more information in the coming weeks about the schedule for this portion of the project and traffic lane shifts. Access on Monarch Boulevard will be maintained during the construction of the roundabout portion of the project. The project remains on schedule. The City of Castle Pines Parks and Recreation Advisory Board makes recommendations to the City Council on issues related to parks and recreation, including legislative policies, the City’s Parks and Recreation Comprehensive Plan, as well as policies for the acquisition, development, and improvement of recreation facilities. The Board consists of five residents from various backgrounds who are appointed by the City Council. The Board meets on the third Thursday of every month at 4:30 p.m. in the Castle Pines Library, 360 Village Square Lane in Castle Pines, or virtually.

The Castle Pines City Council held a meeting on May 13. Meeting highlights include:

  • Approving an intergovernmental agreement with Douglas County Libraries for the use of the Castle Pines Library Event Hall for City public meetings in 2025 and 2026.
  • Approving a contract extension for improvements to neighborhood roadway infrastructure.
  • Approving an ordinance to update the City's Liquor Code to reflect changes made to the State Liquor Code.
  • Approving a contract for the reconstruction of eastbound Castle Pines Parkway from Forest Park Drive to Monarch Boulevard.
