How to submit comments about land development applications:
Residents who wish to provide individual input are welcome to:
- Submit written public comments via the Referral & Public Comment Response Form for individual projects (see current projects below),
- Attend public hearings and meetings, or
- Contact Community Development Department staff with questions.
How public comments are used:
The Community Development Department values input from residents during the development review process. Community feedback helps staff and decision-makers understand local context and identify potential neighborhood impacts.
The City shares all public comments with the applicant, and the applicant may make changes to their application based on submitted public comments. However, the applicant is not required to make changes in response to public feedback. Final decisions on development applications are based on meeting the established land use approval criteria, not on neighborhood preferences.

Project Description: North Canyons Development Company is requesting approval for a combined Preliminary Plan and Final Plat for a project called Canyonside Preliminary Plan No. 2, 2nd Amendment and Canyonside Subdivision Filing No. 1, 3rd Amendment.
The proposed project includes two properties, Lot 3, Canyonside Filing No. 1, and Tract A, Canyonside Filing No. 1, 2nd Amendment, totaling about 26 acres. The properties are located southeast of Canyon Forge Drive and Cross Canyon Trail.
The proposal would create:
- 69 new single-family home lots,
- 7 tracts for utilities, drainage, retaining walls, and open space, and
- New public right-of-way.
The property is zoned within the Canyons Planned Development (PD), and the proposed residential and infrastructure uses are allowed under the existing zoning.
Application Description: A Preliminary Plan is the first detailed review of a proposed subdivision. It illustrates the overall layout of streets, lots, open space, utilities, drainage, and other public improvements, and evaluates whether the subdivision complies with the City's subdivision regulations and approved plans. Preliminary Plans require a recommendation from the Planning Commission at a public hearing, followed by final review and approval by the City Council at a subsequent public hearing. What the City is reviewing: The overall subdivision layout, public improvements, infrastructure, and compliance with the Subdivision Regulations.
A Final Plat is the legal document that formally creates the subdivision. It establishes the final lot boundaries, easements, rights-of-way, and improvement agreements necessary for the subdivision. The Final Plat reflects the approved subdivision design, as evaluated in the Preliminary Plan, and includes the finalized engineering information needed to construct public improvements. Final Plats are reviewed by City staff and approved by the City Council at a public meeting. Once recorded, the lots may legally be sold and developed. What the City is reviewing: The final legal subdivision documents, lot configuration, easements, and dedication of public rights-of-way and public improvements.

Project Description: The Applicant, Boulder Associates Architects, on behalf of the landowner Advent Health, is requesting approval for a Site Improvement Plan for a project known as Advent Health Medical Office Building (MOB).
The proposed project includes one property, Lot 3, Canyonside Filing No. 2, totaling about 5.78 acres. The properties are located at the southwest intersection of Castle Pines Parkway and Canyon Forge Drive.
The proposal would create a new medical office building with associated patient and staff parking, an ambulance canopy, associated landscaping, and utilities. The medical office building is proposed to have two stories, with the first floor dedicated to a future emergency department, and the second floor functioning as clinical space.
The property is zoned within the Canyons Planned Development, and the proposed use is allowed under the existing zoning.

Project Description: The Applicant, QuikTrip Corporation, on behalf of the landowner North Canyons Development Company, is requesting approval for a Use by Special Review (USR) for a project known as the QuikTrip Gas Station.
The proposed project includes Lot 1, Canyonside Filing No. 4, and a portion of South Havana Street right-of-way that was recently realigned, totaling about 3.54 acres. The property is located at the northwest intersection of Castle Pines Parkway and the new South Havana Street.
The proposal would create a gas station with a 6,445-square-foot convenience store building. The site will include fuel pumps and fuel storage, parking, landscaping, and associated utilities. The northern portion of the property is reserved for a future phase, a proposed car wash, which will be subject to a future USR application
The property is zoned as the Canyons Planned Development (PD), and the proposed gas station use is allowed under the existing zoning as a USR.
Application Description: A Use by Special Review (USR) is a review process for certain land uses that require additional evaluation because of their potential impacts. The review ensures that the proposed use complies with the City's zoning regulations and meets specific approval criteria intended to protect the public health, safety, and welfare, and to ensure compatibility with surrounding development. Use by Special Review applications require a recommendation from the Planning Commission at a public hearing, followed by final review and approval by the City Council at a subsequent public hearing. What the City is reviewing: Whether the proposed use meets the approval criteria and is compatible with surrounding development.

Project Description: North Canyons, LLLP, is requesting approval of a Superblock Plat for a project called The Canyons Superblock Plat No. 3.
The proposed project includes one property, Parcel 3, The Canyons Superblock Plat No. 1. The property is on the far east side of the Canyons Planned Development (PD), and spans from south of the Rueter Hess Reservoir to Crowfoot Valley Road, totaling approximately 1,441.01 acres.
The proposal would create ten (10) large development parcels for future development. The parcels would be subject to future Replat applications prior to any development occurring.
The property is zoned within the Canyons PD.
Application Description: A Superblock Plat is a subdivision process available specifically within the Canyons PD that establishes one or more large development parcels, or “superblocks,” and the backbone infrastructure needed to provide public access and utility service to those parcels. A Superblock Plat allows the overall development and major infrastructure framework to be established before the detailed subdivision and development of individual sites within each superblock. Superblock Plats are processed using the same procedures as a combined Preliminary Plan and Final Plat application, requiring Planning Commission recommendation and City Council approval. What the City is reviewing: The City reviews the configuration of the proposed superblocks and the major public improvements necessary to serve them, including public streets providing access and backbone water and sanitary sewer infrastructure. Approval of a Superblock Plat does not complete the detailed development review of the individual sites within the superblock. Future development remains subject to applicable Preliminary Plan, Final Plat/Replat, or Site Improvement Plan review.
